I have created a doucment with content controlled drop down boxes with various choices.

The problem I am having is when the user selects an option from the drop downs, it moves all other document content down slightly. There are 15+ drop downs in this document and by the time all options are selected, the document has moved onto another page which isn't what I want.

How can I make sure that when a user makes a selection, the rest of document doesn't move down.

I suspect that the content in the drop-down is slightly longer than the prompt, causing text reflow. If you want everything in the choice to be displayed, you will get this. In designing your form, you could allow for the longest choice in each of your drop-downs and adjust the spacing and font to handle that.
