We have purchased 29 licences for Office 2013 Professional Plus and downloaded all as 64bit.  Two should have been 32 bit because of compatibility issues with Sage Integrated Excel reporting.  Within the Licence agreement how to we convert two of the 64 bit licences to 32 bit?

You cannot convert it. You have uninstall the 64-bits version, and re-install the 32-bits version. The license will be ok.
