Convert exported mail data into a Envelope Journaling Format

We currently have three different sever that we archive too.  We now have a beefed up Server to where I hope to consolidate all the archive email servers into the one archive server,  I can export the data into any these formats from these archive servers PST, HTML, MIME, or XML. I like to know the best format to export all the email from these servers and take that export and converted into an Envelope Journaling Format and place those EJF formatted mail into Journling Mailbox of the new server to be process.

Do you have the envelopes?  You can't journal what you don't have.

No envelope information... I was hoping there was a way for example take the PST run it through a process and that process build an envelope for those emails and then allows me to place the converted emails into a journal mailbox to be processed.

Well, you could create an envelope by actually mailing the message.  But it wouldn't be the correct envelope since it wouldn't be the one originally enclosing the message.
