Not sure what you mean by "suggest the possibilities" but at the very least you will need to be familiar with the Outlook Object Model combined with (1) what exactly it is you want to do (2) the target audience in terms of Outlook versions where you want your addin to be used all of which assumes you're familiar with VS 2013.
