Create Outlook forms for everyone

I used to be able to create Outlook forms in Outlook 2007/2010 and save them on the Ex2007 server. 

I need a form to automate how department liaisons are requesting new employee accounts.  Unfortunately, they are leaving out many details that are needed.  Surprise, surprise! :)

Is this possible to do this in Ex2013/OL2010/OL2013?

Base on my search, it is possible to create outlook forms and save on Exchange 2013 server.

Thanks for the articles they came in handy.  I was able to create a form in Outlook 2010 and saved it in the "Organizational Forms Library" based off of these articles but I still have a few questions.

Our requirement when creating a new employee account I need the following information;

  • User Info - Start Date, First/Middle/Last name, Job Title, Telephone, Device ID
  • Licensing Info New or transferring existing licenses, Network security access
  • Programs Eden, Onbase etc
  1. When a user fills out this form New Employee Account (IPM.Note New Empoyee Account) and hits send, it comes to me as a post.  I have my Outlook set to show the preview pane but my form doesnt show; only the message content.  You have to open the email up in order to see the form, can this be changed.
  2. On our Ex2007 server we used forms (Organizational Forms Library) and I was able to add/edit/remove forms that we had on it (and knew where to do that).  Currently, on Ex2013 I have no idea how to get to them.  Id like to delete several of the forms that are no longer used. 
  3. Also, in Outlook 2010/2013 I can see all of the forms that we had used before.  However, I can only access them.  Others can see them but they get the error Form load failed when they try to open them. 

Any ideas on how to accomplish these is
