Is it possible in Exchange 2013 to grant a user the ability to only create shared mailboxes?   I'd like to give our helpdesk the ability to create shared mailboxes but not the ability to create a standard mailbox.  Is that

Well it is pretty hard as the account needs to be part of Organization and Recipient management roles. Being part of the first one pretty much allows you to do anything.

You can look at create a new role group and restricting the rights.
