Custom quota message not delivered (E2010)
One of our Exchange 2010 clients has a custom quota message setup. There is a 3.5GB warning and currently, no prohibits. The output of the Get-SystemMessage cmdlet looks something like this:

en\WarningMailbox <p>You have a 3.5 GB limit on your mailbox.</p><p>Clean up your mailbox.</p>
The QuotaMessageType of the custom message is "WarningMailbox". I checked on one user (who is over the limit already) and the message they got is not the custom message. How do I ensure they're getting the correct message?

Is the mailbox located on a server that uses the English locale?
Also is the mailbox meet the issuewarning quota?
You need wait the system message to send, it could not send immediately

Yes, the locale is English for all of our servers. The mailbox has exceeded the issuewarning quota (the quota might have been exceeded before the custom message was created). I don't understand the third item in your reply.

That thread references a problem with users getting more than one message. My problem is that the wrong message is sent.

I had to use the QuotaMessageType WarningMailboxUnlimitedSize.
