Deleting public calendar items from Exchange 2010 OWA
If you delete a ‘deleted public calendar item’ from your deleted items folder using Exchange 2010 OWA, then everyone who receives updates
(i.e. folder assistant rule to forward a copy) from that shared public calendar will get a cancelation notice. This behavior does not extend to the Outlook client, and it does not actually cancel the shared public calendar item.
Emptying the Deleted Items folder in OWA does not produce this same behavior.
OWA hosted by Exchange 2007 did not behave this way.

Sorry, because I am not be able to get a “Deleted public calendar item ” in my deleted items folder.
So I think I misunderstand you.
I have some questions.
1. What do mean “You”? Do you means the meeting organizer or attendees?
2. What do you mean “deleted public calendar item”? Do you mean a meeting or a folder?
I don’t understand, how the deleted item comes to the deleted item folder?

We have a public calendar that all IT personnel post their availability to, and all IT personnel get forwarded a copy (by Folder Assistant Rule) of
each entry as a reminder of what other team members are doing. Since the public calendar serves as an obvious collection of all these events, most users delete the forwarded calendar items. These 'deleted public calendar' items are the ones
that when deleted one at a time from the "Deleted Items" in OWA cause the unique behavior.
