Is it possible to deploy Office Web Apps but not give the user access to SharePoint online?  I see that the SharePoint license is required when I check off Office Web Apps.  We have an E3 plan.

We're trying to deploy everything in phases and i'd like users to have access to the web apps, but not necessarily their own SharePoint site.  Is this even possible?
