How do I make a drawing like this website? 
How do I insert rows with 3D effect?

The shapes come with v2013 and are probably from the 'network symbols 3d' stencil. It appears that the originator of the drawing is using one of the professional versions of visio because their appears to be datagraphics assigned to the server shapes (infers datalinking to an external datasource may be used) so that additional data for the shapes may be displayed.
