This can be disabled entirely for all users of a CAS server using:
set-owavirtualdirectory -TextMessagingEnabled:$false
Refer the below site. For your reference

Sorry to 'unmark as the answer'
Although the options is no longer available to send SMS messages (it appears disabled) users are still receiving the following email when they connect devices. Since its partially disabled this is more confusing for them than before? Any ideas?
From: Microsoft Outlook
Congratulations! After connecting your mobile device to Exchange Server 2010, you can now send text messages from Outlook 2010 and Outlook Web App on your computer. You can also receive and reply to text messages.
To start sending text messages from your computer, close and reopen Outlook 2010 or Outlook Web App.
Now you've got one more way to communicate with friends, family, and colleagues. To find out more about using Text Messaging from your Inbox, click here.

We are trying to disable this globally. My understanding (Which I assume is wrong now) is that when I user connects a mobile device (Samsung tablets at the moment) they are then able to send / receive text messages via there outlook / outlook
web app. We are trying to disable this functionality.

So even though its disabled there is no way to stop a user getting a message to say its enabled?

Hi
As my above post, I can't find similar case. So it is hardto say it is mobile device setting or exchange server problem.
If it is convenient, you had better tested it on other devide.
If it is bug, you can call MS local support and needn't pay for it. Terence Yu
