I know it's a strange request, but I have the need to not allow for a single user to not be able to delete any of their emails, contacts or appointments. I want him to have all other abilities, but I do not want to allow this user to delete any emails, contacts appointments. I am running a single Exchange 2007 SP1 server, and I have full access to all mailboxes in the organization. All mailboxes are Exchange 2007 mailboxes. Outlook clients are 2003 and 2007, and all users have access to OWA, this particular user does not have access to active sync. I hope I have given everyone enough information, and I look forward to your advice.

Dont think you can do this, why do you want this? clumspy user or some compliance rules? you can use an extra mailbox and use journaling or alternate recipent to copy data from the first mailbox to the second mailbox. With this you still have a std. solution and all the mail left in the second mailbox

how can i put it delicately? In the organization I work, when people have given notice, or transitioned out they tend to delete things that need to be used at a later time... I have an employee that is transitioning out and do not want him deleting any emails as they may be important. We do not have a continuous backup, just nightly backups, so if he receives something today and then deletes it... i'm SOL... I have also confirmed with a contact of mine at Microsoft that this is not possible to do, and he has also recommended the journaling solution... guess that's my answer.

Try setting the deleted items retention policy to be long enough to recover deleted items if need be. Alternatively, if this policy only applies to certain important users and not everyone in the org, you could try journaling their mailboxes to keep a copy of every sent/received item.
