Disallow Users To Send To Exchange Mailbox
We currently have have a mailbox that can send to all users. What I am wanting to do is to only allow management to send to mailboxes all. Is there a way to accomplish this?

Change the default limit in Exchange System Manager -> Global Settings -> Message Delivery -> Recipient limits
or if you wanted to do it for individual usersADUC -> user properties -> Delivery Options -> Recipient limits

Clarify: what you want to do is, only allow specific user to send mail to all
F21s solution is almost correct
For exchange 2k3:
1. Go to ESM->Global Settings->Right-click Message Delivery->choose Properties
2. Go to Defaults tab->set a Maximum for all your users recipient limit
3. Now, Go to ADUC->Right-click your specific user-> choose Properties
4. Go to Exchange General tab->click Delivery Option->set Recipient Limit which will overwrite the limit in ESM
5. It will take a while to effect
For exchange 2k7:
1. Go to EMC->Organization Configuration->Hub Transport->Global Setting tab
2. Right-click Transport Settings->choose properties
3. General tab->set a Maximum for all your users recipient limit
4. Go to Recipient Configuration->Mailbox-> Right-click your specific user-> choose Properties
5. Mail Flow Settings tab->choose Delivery Options then click Properties button
6. Set Recipient Limit which will overwrite the limit in Global Setting
