Hi How to create Distribution Group, you can read this article: http://support.microsoft.com/kb/821904 If you want to assign permission to user, you can read this case. http://social.technet.microsoft.com/Forums/en-US/exchangesvradmin/thread/a896efd1-3220-431d-89e3-d82ae219ba35 To manage a group via the Outlook client the group must be either a pure Distribution Group or a mail-enabled Security Group. You can delegate management of the group membership in a few different ways. One option is to assign your user the manager of the group using the "Managed By" tab in Active Directory Users and Computers. Then select the "Manager can update membership list" option. The other option is to directly modify the group's ACL using the Securtiy->Advanced tab in Active Directory Users and Computers. Assign your user the ability to read and write the member attribute/property of the relevant Group objects. Managing the membership via Outlook is not ideal because of the need for the all the groups to be mail-enabled. It would be better to provide a web portal for doing this (or buy one off the shelf from a company such as Quest).
