I have created a public folder called SCContacts; many users access it and it holds several different contacts and distribution lists within it. 

My question is:  When a user sends an e-mail using these public folder distribution lists they have to expand the plus on the list in order for it to send.  Any ideas why?

From your description, I would like to verify if only one distribution list has this issue, or all the distribution lists have this issue. What's more, please take your time to post the error message for my further research.

Besides, when sending a message to distribution list, a window will pop up to advise you to press the plus sign to expand the group, it is a normal behavior.
