is this Exchange 2007 ? Then you can use "Set-MailboxCalendarSettings <calendar resource> -AllowConflictsTrue"

Hello Steve, How is it configured? Autoaccept agent or direct booking? If direct booking, Uncheck this option and see. Tools -> Options -> Preferences -> Calendar Options -> Resource Scheduling -> Untick Automatic decline conflicting meeting requests
