Outlook 2003, can email still be recovered if a user has been deleted from Exchange?

Really a question for your Exchange Admin to determine how far the backups go.

Only other way to recover the emails would be if this user was still configured in Outlook using a "cached" Exchange connection. If that were available - you would still be able to export this user's data to a PST file. If no Outlook instance exists with this user configured - your only option is your Exchange Admin.

Yes, you can recover hard deleted emails in your MS Outlook when you connected to MS Exchange. After searching over the internet I found an informative article related to your issue.

There is a utility called Recovery Toolbox for Outlook  that allows you to recover the deleted user (without most of the properties) and once the user is recovered you can just reconnect the mailbox. https://outlook.recoverytoolbox.com/

You should also be able to use xmerge (download from Microsoft) to export the mailbox to a PST. https://support.microsoft.com/en-us/kb/174197
