Exchange admins can learn it, but some times the failover needs to be done by server admins, and I have seen that it is 100 times easier for them to use GUI (plus other simple tasks). You cannot expect that everyone who is using the computer needs to understand the PowerShell. -- Petri

Actually PowerShell is perfect for server admins. You can create scripts to do the exact steps you want the admins to do and document in their run books exactly which one to use for the exact situation.
