E2K7: Users cannot change password in OWA
Hello,
I am using Exchange2K7, OWA with form-based authentication.
No ISA-Server in front (linux firewall, port forwarding)
Problem:
Everytime a user tries to change his pw he gets the following error:
"The password supplied does not meet the minimum security requirements. Please contact technical support for your organization if you need help."
The new password meets the domain policy requirements!
What can I do?

Well,
i was facing the same problem, but I have ISA 2006 implemented, so i disabled change password through Password Management on Listner Properties. and actually i noticed that the problem was not from ISA, it was from my Domain Controller that was holding the PDC Emulator Role, for some reson, it was not operation or functioning properly, so what i did is that i transfered the PDC Emulator to another DC, and tested the change password through OWA and it worked perfectly, so what i did later, i reprepared that DC that was holding the PDC Emulator and move back this role to it again, and test the change password again, and it works successfully.
please check this one first, if didn't work, i will give you another steps that could solve your problem.

thanks for your advice. I changed the PDC Role, but unfortunately the problem still persists.

i am sorry to hear that, i thought that your problem might be solved just like i did, anyway, check the following Microsoft KB, i know customers who followed the steps mentioned in that article and thier problem was solved, here is the Link:

I also have this issue with OWA 2007 Exchange 2007. Seems that no users are able to change their passwords at all. I have disabled all domain password complexity requirements in my GPO's. I have tried reregistering, resetting, setting changepassword flags to true or 0. Hi,
I'm having a similar problem, although I'm not usingOWA. I've even had it show
GET /iisadmpwd/aexp.asp ... 200 0 in the IIS log, but still show 403 at the browser end.
Would love to hear if you find a solution

You need to check the minimum password age in thepassword policy, set it to 0, refresh the policy and try to change the password. Most of the times it's because of a configured minimum password age policy,Regards,Mohamed Baher...[MSFT]
