ECP Will not open Errors out new install - coexist 2010/2013
getting the below error when trying to open ECP .. fresh build followed all specs .. on 2012 server

Hello,
Does OWA work?
Based on the error message System.Security.Cryptography.CryptographicException
it seems to be more related to the certificate key issues.
Please run Get-ExchangeCertificate |FL to check whether there are valid certificate binds to the IIS service.
Also check the application log to see whether there are any certificate related errors.

are you using localhost to access ECP or you have already installed Cert on the server?
