ESM Response Extremely Slow

Thanks in advance for any assistance given.
Here's my problem. Just brought up a new Exchange 2003 SP2 server in our Org (we have a total of 18 Exchange servers; all identical with regards to OS and Exchange configurations). When I use ESM on this new server I experience large delays when trying to access the properties on Storage Groups and Mail Stores. Oddly enough, I will experience these delays and then for a small window the server will be very responsive with no delays and then go back to being slow to respond.
I believe this has to do with a networking issue. This new server is in a new network segment we're calling "Clean". The idea is to have an internal firewall between the end-users and the servers. Since we haven't moved all servers to this new environment I believe I'm experiencing communication issue through the firewall to GCs and DCs that haven't migrated yet.
Since it will be a while for this migration to be complete and I need this new server to be operational I'm hoping someone can help me better understand what TCP/IP ports are required for an Exchange 2003 server to fully function within an Org.

Right now the server is functioning
I have setup about 6 mailboxes on the new server and users are functioning without problems (so far)
I can ping the server from my workstation (my workstation is not in the Clean environment)
I can Remote Desktop the server from my workstation
OWA does not work from my workstation (still need to figure out what that is happening)
I can telnet to ports 25 & 135on the new server
I cannot telnet to port 143
OMA to this new server doesn't work (still need to figure out what that is happening)
I have a network team here but they tend to be on the anal side and I'd rather have my ducks in a row before approaching them.
