I have mail stuck in my outbox, I've tried a few suggestions from the Microsoft Help topics, but they haven't worked.
I'm using Windows 10 and Outlook 2013. The mail server is Exchange ActiveSync.

Hi,
As you are using Windows 10, I suggest you perform the following steps first, which has helped many users with their sending issues:
sfc /scannow
Please also make sure your Outlook is not in "Work Offline" mode. Under the SEND/RECEIVE tab -> Make sure "Work Offline" is not highlighted.
If the issue persists, I suggest you check the firewall settings, you may disable it temporarily to check if it is related.
Moreover, the problem may also occur if the Outlook data file(.ost) is corrupted, you can browse to its location, rename it to ".old". When Outlook starts the next time, it will be re-generated, check if the problem persists then.

You should try these Solutions to resolve your issue:
Sol 1:
Disable Use Cache Exchange Mode To do so: Go to Start >> Control Panel >> Mail >> Data Files >> Email Accounts >> Click Twice on Microsoft Exchange Server >> Uncheck Use Cached Exchange Mode >> Close & Re-open Outlook. Now, look its working fine.
Sol 2:
Set Microsoft Outlook in offline mode. To do so: Click on Send/Receive Tab >> Work Offline. Now restart Microsoft Outlook and Open message from the Outbox Folder, select the message and Delete it. Don't forget to enable MS Outlook back On-line again.
Sol 3:
You can also create a new Outlook PST File.
