Others may read the article and try to guess what you're doing wrong, but I wouldn't touch your question without YOU telling me exactly in your own words what you're trying to do and what you're seeing.

Hi Ed,
My self swapnil and am working on same project.
We are trying to build Hosted Exchange Multitenant system for our clients.
Using HMC 4.5 RU6 we are able to segregate domain users / GAL / OAB, all things are working fine.
Now we would like introduce Public folder feature for our clients using HMC procedure as per mentioned TechNet link. (http://technet.microsoft.com/en-us/library/dd278530.aspx)
Before we incorporate XML in our ASP code we test the same XML using provtest utility. Same process we follow to create users /DL etc...
While testing XML on cmd prompt with the help of provtest we encountered the above mentioned error. Now we stuck at this point.
In our exchange server we are able create public folder using EMC but those public folders are available to all hosted organizations.
Our prime requirement is we need to forward public folder control to Organization Administrator.
Thanks and regards
Swapnil K.

We had similar issue when tried to use HMC 4.5 Rollup6 without Exchange SP2 installed on MPS.
So you need to re-check if Exchange SP2 is installed on all your MPS nodes.

Thanks for pointing us to upgrade Exchange SP2 on MPS nodes.
now we are able to add public folders using HMC front end.
