EventID 9327
I am getting the following warning:
OALGen skipped some entries in the offline address list '\Global Address List'. To see which entries are affected, event logging for the OAL Generator must be set to at least medium.

When I run oabinteg /troxytest I get:

I have no idea what is going on.

I have never seen this one before. I dida few Google searches on your error and the more narrowly I searched, the fewer hits I found. I am wondering if any errors will be reported when you try to update the OABs from the command prompt. At the EMS prompt, type this:
Get-OfflineAddressBook | Update-OfflineAddressBook
Do you see any additional erorr messages?
I'm guessing that when the OAB generator is stumbling across some object or property of an object, it is hitting something unexpected. The event log may capture some of this if you raise the event logging level. Try this:
Set-EventLogLevel "MSExchangeSA\OAL Generator" -Level medium
Then run
Get-OfflineAddressBook | Update-OfflineAddressBook
Now look in the Application event log and see if there is any additional information that might help you figure out if this is related to an OU or an object, or the property of an object.
To set the event logging back to the lowest level (off), run this command
Set-EventLogLevel "MSExchangeSA\OAL Generator" -Level lowest

Dear customer:
To proper assist you to troubleshoot the issue, please help collect the following information:
1. What version is your Exchange Server? If it is Exchange Server 2003, do you install Exchange Server 2003 SP2?
2. On client computer, run the following command, and send the txt file to v-rocwan@microsoft.com.
OABInteg /s:ExchSrvrName /troxytest /v:2 /l >c:\oab.txt

3. If your Exchange Server is 2003, open ESM, right click server name, select properties, select diagnostic logging tab, select MSExchangeSA, and then select OAL Generator item, set logging level to maximum.
4. Rebuild OAL, open Event Viewer, navigate to application log, save it as .evt file and send it to me for analyze.
