As per the second link, it talks about the .Net script and it talks about the Windows "Allow inheritable permissions" not ADUC.Any suggestion or advice is appreciated.

Hi Gulab,
In Exchange 2007, you could locate the problematic user via command:
Get-mailbox | where {($_.exchangeguid -eq "GUID"}
You're following the right solution and we need to change the permission settings.
XADM: Event ID 9554 Appears After You Modify Mailbox Permissionshttp://support.microsoft.com/default.aspx?scid=kb;en-us;322308
I went into ADUC and Propagated the permission on the OU and replicated the domain controller and checked after sometime and on some of the users Allow inheritable permissions were checked but after two days found that it didn't propagated on all the users.
It's an AD issue rather than Exchange right now, I suggest you write the post in our Windows Server forum to see if someone can help on this.
