Excel 2013 - Keyboard Layout not working

Hi. As I frequently have to switch between between German & English data input with Excel - with German using a comma, while English using a dot as decimal separator - I used Microsoft Keyboard Layout Creator to create 2 different keyboard layouts with its only difference being the decimal separator on the numeric keyboard switching from comma to dot.
Switching between the 2 keyboard layouts works with every darn program I used ever since, including former Excel versions 2003 & 2007! No problem in Notepad, Editor, and even Word 2013, Outlook 2013, etc.
I just hit Control+Shift to switch between comma & dot.
It WON'T work with Excel 2013! - Excel stubbornly ignores whatever layout I choose and the numeric separator always comes out as a comma.
How can I get Excel to use a different keyboard layout?

Hi,

Which Windows operation system do you use? As far as I know,  Microsoft Keyboard Layout Creator does not support to Windows 7/8/8.1/10.

If we want to use a different keyboard layout, we can do it with build-in feature. For example:

In Windows 8

1.Press the Windows logo key + X to see a list of commands and options. (Basically a quick way to get to Control Panel.) Options and commands list see after pressing Windows logo key + X.

2.Click Control Panel.
3.Under Clock, Language, and Region, click Change input methods.

4.For the language you want to add the input language, click Options.

5.Under Input method, click Add an input method. You can even click Preview to see what the input device is.
