Does the "App Store group " express the " App for Office"? Does the option in Excel 2013 turn grey?
If it is, please go to Excel 2013 > File > Options > Trust Center > Trust Center Settings > Trusted App Catalogs > Uncheck the "Don't allow any apps to start"

As your images, the issue might be caused the "Block Apps for Office" policy setting is disabled.
We can manage and enforce apps for Office settings by using Group Policy settings that are available in the Office 2013 Administrative Template files (ADMX/ADML) and Office Customization Tool. The settings are found under User Configuration\Administrative Templates\Microsoft Office 2013\Security Settings\Trust Center\Trusted Catalogs.
Please set it disable or do not configure to check if it is helpful.

i don't understand how to use this because no group policy involved as I am using the Excel 2013 at home and not logged into a server or company network system. Looking in the Excel that got placed on my machine "office2013grouppolicyandoctsettings.xlsx"
I don't see a reference Trusted Catalogs. Also Word's APP store works fine, everything is enabled.

No, regardless Office is client or server, you could control client gp via admx template.
you'd better check the "User Configuration\Administrative Templates\Microsoft Office 2013\Security Settings\Trust Center\Trusted Catalogs" if Block Apps for Office is enabled
on the other way, in maybe block the setting. disable them.
