Excel file missing from network share

We have an issue with a particular Excel file that is created by one user and the other can't see it in the shared folder.  Other newly created Excel files show up just fine. The file and folder both have full access permissions for the user that can't see the file. To complicate matters, the file shows up in the offline sync, but it can't be read, copied, or moved. 

Is there a setting somewhere that I'm missing that's causing it not to be read by the other user?

Hi Ecclesia,

Based on your description, one of the user created an Excel file and shared it in the network, but other user cannot see the file. Could you tell me which version of Windows are you using? Have you ever tried to save the file with another name, if it still didnt show up in the network?

You said >>it showed up in the offline sync<< and the issue only appeared in a particular file, Please you check if the file available offline option as shown in the following figure. If yes, I suggest you uncheck the option, and tried again.
