This looks like a DSN message. A DSN message is reporting something such as message delivered or not delivered. In the above case, it looks like Exchange is trying to deliver a delivery report or an NDR for a spam message. I used to see hundreds or thousands of these in my outbound queues (in E2K3, too.)
Here is what I do to try and reduce these. Set your anti-spam system so that it only accepts e-mail for valid receipients (e-mail addresses that exist in the directory.) If you use the Edge Transport server or the E2K7 anti-spam components, you will need to enable the Recipient Filter.

I use hub transport. How would I configure this?

Open the Exchange Management Shell on HUBSERVER.
Change directory to ProgramFiles/Microsoft/ExchangeServer/Scripts.
Run the following command:
Install-AntispamAgents.ps1
After you run this command, restart the Microsoft Exchange Transport service, and restart the Exchange Management Console.
The Install-AntispamAgents.psi script installs and enables the following anti-spam features:
Connection filtering
Content filtering
Sender ID
Sender filtering
Recipient filtering
Sender reputation
After that open Exchange Management console go to organization-- hub transport and you should now see an anti-spam tab
select and open the recipient filtering and check the box on one of the tabs to only accept messages for recipients in the global address list
save and exit that and right click recipient filtering and enable it.
ALSO- in the sender filtering section you can check a box to block messages from blank senders- and then enable sender filtering.
That will then reject all incoming messages to the exchange server for invalid email addresses.
Of course if you have another email system in front of exchange- you will just be rejecting from that server and that may add more overall load to the incoming email system.
I would only suggest adding this if Exchange answers inbound internet email directly.
