Exchange 2003 Archiving problem
All inbound and inbound mail are supposed to be archived. In the recipients policy settings I forward all mail to an existing public folder. Since 4 weeks now a few of my users are not archived. When I follow them with Message Tracking Centre the mail exists but won't come into my public folder. First it says it will be delivered to multiple recipients. The external recipient is going correct. And after that there is a Badmail notification. ButI cannot locate the mail anywhere.
My first solution was to create another public folder for archiving. And surprisingly I could capture all mail. Of course I've changed this with the recipients policy. But since this morning this behaviours started again.
I don't know what's wrong.
the priv.edb = 1,5Gb, the pub.edb = 3Gb, priv.stm = 1,75Gb and the pub.stm = 4,79Gb.
I don't know what to look for. Perhaps anyone of you has encountered this before and can help me out.

So the situation: You're using "recipient policy" to forwardall mail that match your policy to a public folder? Or you are using journaling feature" to forward mail?
As I know, There's no way forward mail to a public store by just setting "recipient policy"
based on your description, I thought you enabled the "envelope journaling", right?
If my thought is right, please see below, or tell me howyoumanageto doforwardfunction in "recipient policy".
Usually We enable the journal from specific mailbox-store to specific-recipient, Strongly recommend you forward to a mailbox, public folder shouldn't be the place to do this archive job.
Please check the "client permission" in your public folder, I got the same respond when I remove the "create" permission from anonymous user (badmail note but no mail in badmail folder, just like yours)
also, please test mail to that public folder directly (by using those account which can't forward), See if you also got the NDR like mine (delivery was refused, it could basicaly confirm it's a issue about permission field)
