Exchange 2003 Public folder replication between two servers
I have two exchange server's lets call them server A an server B
Server A has the public folders and im trying to replicate onto Server B, I have configured all user rights but i cant get the items that are on Server A to Replicate onto be ?

There can be any number of reasons why replication will fail.
The most common reason is something is blocking the SMTP traffic - a smart host on the SMTP virtual server, restrictions on the SMTP virtual server, AV or antispam. If there is a firewall between the servers then ensure it isn't scanning SMTP traffic.
Also remember that public folders is very conservative. It can take days or even weeks for replication to occur.
If you have message tracking enabled then you can see the replication traffic - it sticks out
SERVERNAME-IS@domain.com is the source.

I checked the Message tracking center and i see that their is folder content, backfill request sent from one server to the other but when i look at the public folder on server A i see messages that ar not seen on Server B. I am using two different user accounts
Server A user mailbox store is on Server A he can see all messages
user two mailbox store is on Server B can see only the message created from server B accounts but user One can see all messages created from both servers.
I granted both users Author rights.

First please the replication configuration on both Exchange Server.

Then please try to verify the replication status.

Please verify if you can send/receive email between these two servers.
From the Message tracking center, please try to find the last event and then double-click on it to see the detail(we can check if these content have been delivered to Server B.)
Also you can post the message tracking log for further troubleshootings.
