Hi Sunil,
Is this happening for all users those are using OL 2007 and with specific mailbox. I hope you don't have issue when connecting with OWA.
If issue with one user then try to do below points:
1: Disable AV/Spam solution on PC
2: Select Detec and repaire option in outlok then check.
3: Also you can have one try with re-creating profile.

If issue is happening for all outlook 2003 users please check when you installed Exchange 2007, you may answer "No" to the question:
"Do you have any client computers running Outlook 2003 and earlier or Entourage in your organization?"

Hi Anil,
Issue was resolved by after recreating the profile or by trying some other options by onsite team, but i want reason for this issue

Sunil,
If problem is resolved by re-creating profile then i would say that MAPI profile was miss-configured which causs the issue. For more digging into it you can scan appliocaion event log of exchange server.
