I have followed this blog for the migration of PF from 2007 to 2013.

My Question:

When doing these steps....are the legacy permissions on every public-folder migrated to the new public folders?

If not...what can I do to migrate these permissions to exchange 2013?

We could use the command which is Get-PublicFolderClientPermission to check permission by the following link:
