Exchange 2007 - Programmatic Access to Outlook

SBS 2008 (Exchange 2007)
Windows 2008 R2 (RDS)
Outlook 2007 SP2
I have an Access Database that is trying to use Outlook to send emails and they get blocked. I have tried going in to Outlook Trust Center to allow programmatic access without warning but still am not having any luck.
This used to work under SBS 2003 (Exchange 2003 SP2) with Outlook 2003 SP3.

The issue is that when the report tries to send emails, users get: “Equipment database can’t send this email message”. This is a general meaningless message, when I dig deeper in the debugging window I
get the specific error number 2293
I modified the visual basic specific command that sends emails, to try to get a more meaning full error, and that’s when I get “A program is trying to send an e-mail message on your behalf.
If this is unexpected, click Deny and verify your antivirus software is up-to-date. For more information about e-mail safety and how you might be able to avoid getting this warning, click help”.

I have seen that, and I can't remember how I got around it because it was maybe three years ago. I recommend that you post this question in the Exchange Server Development forum, where the code-heads live.
