Ask user 1 to give reviewer sharing permission by right clicking on Calendar folder or as an admin you can open his mailbox if you have full permission to do so. it is very simpple. you can open those calendar using your outlook provided that you have rights to those calendars. Click on File ->open other users folder select calendar from drop down box on the left hand side you can see the calendar listed. right click on that calendar and then go to properties click on properties and then grant appropriate rights such as reviewer/author/editor to user2. and then ask the user2 to access the calendar by same steps.
