Exchange 2007 Contact Info in Address Book
I have been working to get users information, Phone #, Address etc into the GAL and found that you can set the Contact Card text boxes to be editable when viewing the persons information through the address book. I have been unable to change the information even after setting the address field to be edited. I continue to receive an error "One or more changes you made cannot be saved. You do not have sufficient permission to perform this operation on this object".Does anyone know how I can allow users to change their Phone #, Address, State, Zip and Office on their own through the address book?

Do you mean the contact items in users’ Contact folder? So, users can’t edit their contact items in their own Contact folder after logon, right?
Does the issue happen to all users? Can you reproduce the issue to a newly created mailbox?
Can you edit the contact item in the Contact folder via OWA?James Luo TechNet Subscriber Support (http://technet.microsoft.com/en-us/subscriptions/ms788697.aspx) If you have any feedback on our support, please contact tngfb@microsoft.com

Let me try and clarify further... When you open the address book from Outlook and select a name, you can view that persons information. It is possible to set the fields on that form to be editable. What rights do I need to give to allow users to edit their own information directly through the address book?J. Jason McCaughey

By default, all users can only edit the contact items in their own address book. If you are talking about modifying the contact items in the GAL, please understand that’s not possible by design. However, Exchange Control Panel (ECP) feature will accomplish it in exchange 2010
You may also try to use GAL Modify tool for this task, I do see that it works in some exchange 2007 cases. Yet, please remember the tool not tested or applied for exchange 2007
