Hi,
Kindly look into this article:
http://support.microsoft.com/kb/940845
or you can try this:
My solution was to edit the registry
1) add a delay (bootpause) to SA with the following registry entrery
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeSA
\Parameters]
"BootPause"=dword:000000b4
2) make IS depend on SA via the following registry modification
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeIS]
add "MSExchangeSA" to the list of values in "DependOnService"
as always, backup your registry first

Hi I did manage to get it started after stopping the msexchange monitoring service. It stayed started for about two weeks. It is now failing to start with the same error. Article
http://support.microsoft.com/kb/940845 does not seem to apply to me as I cant even start the service manually.

There are a couple of reasons why you get this error message. Lets gather some more information please
Ø Check DNS setting and ensure that it configured correctly.
Ø Check the network binding order and ensure that it is configured correctly. Disabled network cards that is not needed
Ø Run an ExBPA against the Exchange Server
Ø Run dcdiag

Ø Run NetDiag
