Is there a way I can block users from sending from multiple distribution lists? We have a moderated 'All Staff' distribution list but users bypass this by sending emails to all the individual branch listings 'X Branch', 'Y Branch', 'Z Branch', etc.

There is a number limit of Recipients per Message in exchange, but we cannot limit the number of distribution lists.

The best choice is tell users send message to All staff distribution list instead of all individual distribution lists. Otherwise, I cant think of other solutions.

Sadly, telling people not to do something doesn't work very well.

If I limit the number of recipients per message, that will essentially make the 'All Staff' distribution list unusable, correct?

Is there a way to moderate emails if recipients >= X?
