Exchange 2010 PF removal before Exchange 2013 modern PF created

LS,
I have an Exchange 2010 environment (2 mailboxes in DAG and 2 CAS/HUB servers, and a seperated Exchange2010 Public Folder server. Users have at this moment no rights to it; it only contains old data)

I will upgrade this environment to Exchange 2013. However I don't want the public folders be available in Exchange 2013.

Is the following migration approach workable?
install Exchange 2013
Move mailboxes from 2010 to 2013.
Delete public folder (dismount and delete)
create the Exchange 2013 first modern pulic folder mailbox. (and start with a new hierachy and data)

What I wonder is should the mailboxes be moved before or after the deletion of the Exchange 2010 public folder. (I don't need PF for free/busy either)

Before you migrate your public folders, we recommend that you first move all user mailboxes to Exchange 2013. For details, see Mailbox Moves in Exchange 2013.

this is the procedure for migration public folders. I DON'T want to do this.

You can safely delete PF on Exchange 2010. But before you delete PF, run last command On the legacy Exchange 2010 server : Set-OrganizationConfig -PublicFolderMigrationComplete:$true  

Remember RUN it on Exchange 2010.
