Actually, there are more options in 2010 for message tracking than 2003. You can use the Message Tracking tools in the EMC toolbox (http://technet.microsoft.com/en-us/library/aa997892.aspx), powershell ( http://technet.microsoft.com/en-us/library/bb124926(EXCHG.80).aspx) or the ECP/OWA and delivery receipts.
