No. But if you have full mailbox, you create via OWA as well ( though the same level of rule possiblities is not availble via OWA)

What a pity! I want to eliminate our public folders. We have about 20 mail activated folders with enabled mail forwarding. Users can change the rule, to which mail address mails will be forwarded with right click on the folder, than Folder-Assistant. OWA would work. You could give mailbox access to those new shared mailboxes and via the ECP users can adjust those rules.
