can i enable archiving for multiple users mailboxes once
do i have to enable it by mailbox
also if the user did not match the archive policy yet - means nothing is archived, will he see the archive mailbox ?

You can select multiple mailboxes in the EMC and enable archiving for them all at once.
Once archiving is enabled, they will see the archive whether or not any policies apply, assuming of course that the version of Outlook supports this.

Agree with durkeep.
You can create a new test mailbox and enable personal archive, after that, the archive mailbox will be displayed in OWA.Frank Wang
