I am wanting to enable the quota limit message for my users that has a mailbox over 800MB (75%), my warning message is set at 800 I do have have send or receive prohibited enabled, is there a way to start the notifications without enabling the prohibit.

I am just wanting users to start getting annoyed at the message and start to decrease their mailbox size, I am not trying to prohibit send or receive yet I have about 10 users (executives) at about 3-12GB and I am not trying to cause them interrup

At the database level set "Prohibit send at (MB):"

Go to those individual executive users and uncheck "Use mailbox database defaults" in Mailbox Setting\Storage Quotas.

Thanks Cara, do I have to set the prohibit send?

As your requirement is to just Issue a warning message , for this   you need to  set the Issue warning at (MB) option.

just take a hotmail

Setting prohibit send is not mandatory, it depends out your company's requirement.
