I would like to confirm from you some queries like which process you are following (Manual Mailbox Migration or any automated tool process)? You are doing stage migration or cutover migration? Please confirm so that i can help your further.

This issue may be caused by more factors, for example disk speed, network latency, mailbox folder structure and index.

Besides, open MSExchangeMailboxReplication.exe.config(locate in <Exchange Installation Path>\Program Files\Microsoft\Exchange Server\V14\Bin) and try to change the value of MaxActiveMovesPerTargetServer. The default value is "5".
