I can connect and synch all folders  from exchange 2013 to phone , however, i can not send email out from the phone.  i am using the default active synch policy.  any help is greatly appreciated!

What happens when you try?  What type of phone?  How do you have it configured?

say unable to connect and teh emails stay in outbox.  Its a Droid Razer HD  that i had been running active synch from our old mail server.  it is configured as a push exchange email wit h no outgoing restrictions

All I can suggest is that you make sure that the device's firmware is up to date.
