Did you configure 3rd part Transport Agents or IP blacklisted ? Did you install CU1 ?
Please run the following cmdlet.
Get-transportagent
yes CU1 is installed. The server was originally migrated from Exchange 2010.

queue quota log path is not set by default, that could be the reason for this error and there is no option to set a path to this parameter
You can check the status using
Get-TransportServer | fl Queue*
Get-TransportService | fl Queue*
those parameter reserved my microsoft, so MS has to look into this.
I'm in the same situation, having this error when i start the Transport Service.
I've applyed the CU1 and next the recommandations in order to move the transport log

I didn't have this issue before i have applied the move of the transport db.
