I have the following situation in my environment:
I migrated some mailboxes from exchange 2007 to Exchange 2013 and am facing problem to send e-amail with logos, signatures and format type.
Receive external emails containing tables probably copied from an excel document and respond to e-mail the message "Operation Failed" occurs.
The email is sent only to remove the formatting or choose rich text option. HTML is not possible to send.
Please help me! Migration stopped because of this problem.
My exchange server runs on Windows 2012 R2 + Exchange 2013 CU5

Can you provide a little more clarity please? You saying you cannot send using HTML and then you get the operation failed error? Does the same happen in OWA?

I found the source of the problem, but have not found a solution.
The Operation Failed error occurs when the signature of the e-mail. User clears when the option to not use signature.

Please enable Outlook cached mode and remove the Signature from Outlook. Then re-create the Outlook Profile and add the Signature settings back to check whether the issue persists.

To send the message without formatting, is not a problem.
I moved a user mailbox back to exchange 2007 and redid the test and there was a problem, the message was signed. No problem.
Will the exchange 2013 has a bug?

the problem was solved after applying the cumulative update 6 of the 2013 exchange.
