Exchange Calendar Permissions
Not sure if this is possible..but here goes:
We have two users: User1 and User2. User1 has been given reviewer access to USER2's calendar. Unfortunately, USER2 does not like this and keeps going in and removing the access. Internally, we are dealing with him ...but my question is,
is there a way to prevent someone from making changes to their calendar permissions?

Somebody may not be telling you the truth. If User2 has only reviewer access, he would not be able to change folder rights. If User2 can indeed change the folder rights on User1's calendar, or any other folder, then
he must have full mailbox access right on the mailbox itself, which would mean your permissions model is screwed up.
