That's the number of SMTPVirtual Servers that Exchange could use, but it's not the number ofdomains it can manage. AFAIK there is not any limit for standard edition, however there would be some upper range limit on creating mail domains but it shouldn't be too less like 4. Major differences of editions are listed out there but don't have anyexpatiationon limitation while creating accepted domains in standard edition. There is no restriction on the number of accepted domains we create in Exchange 2007 (Standard or Enterprise).You can use Exchange 2003 cals for Exchange 2007 without any dought.
