Exchange Recipient Administrator Rights Add-on
Greetings,
I am trying to allow a user to be able to add new distribution groups or mail contacts but even though that user is in the Exchange Recipient Administrator group, she is unable to add those objects. She is able to modify the contacts, etc. but not create new
ones from the EMC, it gives her access denied. Can someone point me to the right direction as to how I should configure her rights to allow this ability without giving her full Exchange rights to everything? Thanks!van

New-MailContact
To run New-MailContact cmdlet, the account you use must be delegated the following:
Exchange Recipient Administrator role Account Operator role for the applicable Active Directory containers

I agree with Andy.
Besides, Please try to use Get-RoleGroupMember <role group name> to check if you have been add to this rolegroup.
